策划指挥板块的功能主要是辅助后台的指挥策划板块，实现策划指挥的移动化办公，并结合客户端的移动性、可实时回传人员位置信息、便于消息通知到达性等特点，实现指令管理、选题管理、手机发直播、稿件上传和审核等多种功能。
指令的管理，主要是方便上级主管部门、区县媒体负责人向下发送宣传任务、通知公告、表彰奖励、定播定版等内容的工具，方便进行统一指挥、统一接收、统一管理。
指令管理主要支持在线进行指令的发布、已发布指令的接受情况管理、指令统一管理等功能。
支持通过手机发起单流直播，并结合后台的监看、一键掐断功能进行内容监播，支持延迟播出,支持与客户端活动直播对接实现直播的终端播出功能。
支持全部状态的稿件列表查看，包括待提交、待审核、待采用、已采用、已退稿几种状态的稿件，支持当前机构所有已采用稿件的展示。点击查看稿件详情，支持对拥有相应权限的稿件进行修改、删除、提审等各种操作。
