為準,以1月1日為基準,會導致
同一屆的大四學生因出生日期不同
而失去資格,例如,91年9月1日
出生的學生,無法與92年出生的
同學享有相同的待遇,這樣明顯有
失公平。

建議解決方案:
由於9月1日是學年的分界點,許
多教育制度(如入學年齡)也以此
為標準,因此將文化幣領取資格改
為以9月1日為基準,這樣能確保
所有同一屆學生無論出生日期,都
能享有相同的領取權利。
