《国家通用手语词典》是《国家手语和盲文规范化行动计划（2015—2020年）》的重要成果，是听力残疾人、听力残疾人工作者、广大手语学习爱好者常备的工具书。

【融合经典】
--收入教育部、国家语言文字工作委员会、中国残疾人联合会发布的新修订的《汉语手指字母方案》。
--收入中华人民共和国国歌通用手语版。

【收词全面】
收入听力残疾人语言生活和教育中使用频率较高、比较稳定的手语常用词8214个，以汉语拼音音序排序。

【存古续今】
保存我国听力残疾人已经约定俗成并长期使用的手语，删除过时的词目和修改不符合听力残疾人表达习惯的手语，同时也增加了大量新词，从而符合手语语言学规律和社会发展的需要，手语动作更为规范和科学。

【语法难点突破】
增加了国家通用手语句法研究课题组的研究成果——手语语法特点例举附录，从语法层面帮助读者进一步认识和理解如何在句子中正确表达手语词。

【多样查词】
提供汉语拼音索引和笔画索引。

手语是我国听力残疾人使用的特殊语言文字，国家通用手语是国家通用语言文字的重要补充。

本书是对《中国手语》（修订版上、下册）一书的全面修订，以国家语言文字规范《国家通用手语常用词表》为基础，由中国残疾人联合会（简称中国残联）组编，中国聋人协会、国家手语和盲文研究中心编，华夏出版社携手海笛官方发布APP版。

推广国家通用手语，是落实党的十九大提出的“坚持以人民为中心”的具体举措，不仅使听力残疾人使用语言文字的权利得以维护，也必将对残疾人学习文化知识、获取信息、社会交往以及更加公平地参与社会生活，平等实现权益与融合发展起到重要作用。
