I‘ve used CheapTickets for years in booking car rental for its easy to find out the total charges.  Even it says $2 a day to attract attention, it will show you actually is $22 a day for all the taxes and fees.  Once you approach the car rental who wants to scam you, show them the email you get from CheapTickets.  If they don’t honor, go to book another one and cancel the old one for free.
Been seeing customers being scammed by car rental many times in many cities.  Just be aware.
