邀請國內海洋運動界的運動選手、玩家、遊憩業者及學界專家等，齊聚一堂舉辦多次座談會及進行問卷統計分析，將衝浪、風浪板、游泳、潛水和獨木舟五項非動力海洋遊憩活動，所需考量的重要海氣象環境因子分為初級、中級和專家級等三個程度範圍，幫助不同程度的玩家，評估自身能力，快速瞭解從事海洋遊憩的風險等級與適切的時地。
