Cinque anni fa Carl Johnson è fuggito dalla vita stressante di Los Santos, San Andreas... una città che si stava lacerando a causa dei problemi creati da bande, droga e corruzione, una città dove stelle del cinema e milionari facevano del loro meglio per evitare spacciatori e membri delle gang.

Ora siamo nei primi anni '90. Carl deve tornare a casa. Sua madre è stata assassinata, la sua famiglia è a pezzi e i suoi amici d'infanzia stanno per fare una brutta fine.

Al ritorno nel quartiere, un paio di poliziotti corrotti lo incastrano per omicidio. CJ è costretto ad affrontare un viaggio attraverso tutto lo stato di San Andreas, per salvare la propria famiglia e riprendere il controllo della città.
