For those who are saying unable to play using keyboard you need to enable this in the app settings not the game settings. 

Open Vice City App in Mac
Press the Vice City option in Mac menu bar next to apple logo
Click settings
Select Controls and enable controller emultaion
All the controller keys are now mapped to mac keyboard
