I turned to OBDeleven support, first you have to go through 10 circles of hell for someone to answer you. After that, you will receive a response like "I'm glad you bought our device, but we can't help you with anything, contact the person you bought it from." When I asked to tell me if the device was activated, to understand if I was sold a used device or it was just broken, I was also sent to someone, but they will not help in any way.
