" กรมชลประทานเป็นองค์กรอัจฉริยะ ที่มุ่งสร้างความมั่นคงด้านน้ำ (Water Security) เพื่อเพิ่มคุณค่าการบริการ ภายในปี 2580"
พันธกิจ
1. พัฒนาแหล่งน้ำและเพิ่มพื้นที่ชลประทานตามศักยภาพของลุ่มน้ำให้เกิดความสมดุล
2. บริหารจัดการน้ำอย่างบูรณาการให้เพียงพอ ทั่วถึง และเป็นธรรม
3. ดำเนินการป้องกันและบรรเทาภัยอันเกิดจากน้ำตามภารกิจอย่างเหมาะสม
4. เสริมสร้างการมีส่วนร่วมในกระบวนการพัฒนาแหล่งน้ำ และการบริหารจัดการน้ำ
ประเด็นยุทธศาสตร์
1. การพัฒนาแหล่งน้ำและเพิ่มพื้นที่ชลประทานตามศักยภาพลักษณะลุ่มน้ำ (Basin-based Approach)
2. การเพิ่มประสิทธิภาพการบริหารจัดการน้ำอย่างบูรณาการ ตามวัตถุประสงค์การใช้น้ำ
3. การป้องกันความเสียหายและสนับสนุนการบรรเทาภัยอันเกิดจากน้ำ
4. การเสริมอำนาจประชาชนในระดับพื้นที่ (Empowering) การสร้างเครือข่าย และการมีส่วนร่วมของทุกภาคส่วน
