When I contacted support their response was always to upgrade the character/location to its maximum. Really?!? I hadn’t thought of that?!? (*sarcasm) Naturally everything that could be was maxed out. The frustrating part was that the one that wasn’t maxed I never got the card for either the character or the location to do so. And on top of that it wouldn’t gain any people.
