Yes, Webex is completely free and it doesn't have any in-app purchases or subscriptions.
Is Webex legit?
⚠️ The Webex app has poor ratings and negative feedback. Users seem unsatisfied with its performance or features.
To use this app, even of if you didn’t schedule the meeting and were sent the link, requires the app to be downloaded. I am now 10 minutes late for a meeting downloading a huge file that is taking up space on my phone. There should be an option to join meeting from webpage.

Would not connect
I tried connecting to a meeting with this app and it help redirecting me to a Webex meeting app, so I finally gave up and just joined by phone. Very inconvenient as I could no see the shared screen.
Phone service unusable
Constantly disconnects me from the calling service. Getting back in requires either a series of random actions (deliberately using an incorrect password followed by the correct one has worked before) or that I wait over an hour. Whoever sold our IT guys on this product got scammed. Do not use it.
