## UNJSPF Digital CE Description
The current paper-based process for the UNJSPF Certificate of Entitlement to prove a retiree’s/beneficiary’s eligibility for continued pension caters to over 70 thousand retirees and beneficiaries located in more than 190 countries. As it uses postal services, the process is very slow and cumbersome.

The App uses facial biometric technology, liveness check and geo-location to submit a Digital Certificate of Entitlement to a secure blockchain. Use of location makes it possible for retirees and beneficiaries paid under the two-track to also use the app.

All user data is stored securely either in the App or in data centres protected by UN Privileges and Immunity. No cloud-based services are used for processing of user information.

The paper-based CE will continue to be an option for the retires/beneficiaries who cannot/ do not want to use the app.

Only one star rating due to a number of privacy issues with this app. First, you have to activate location services. Why? Second, the app. is asking for scanning your face after running you through all sorts of checks already (ID card scanning). Third, at the end of it, you are being told that someone will call you “within the next five days” over video - no choice of selecting a date (only morning or afternoon). Is the assumption here that retirees are available any day of the week?
And finally, no document offered to agree on terms and conditions as you would expect from any online app. these days. No reference how data will be used, for how long the will be kept etc. I doubt very much that this is EU -GDPR compatible. I should have stayed with the old-fashioned postcard system!

I have only given 1 star because if you are someone who wears glasses, it is useless to give instructions on the verification screen such as smile, blink.. because, without glasses, it is not possible to read them. Would it be possible to have an in-built voice giving the same instructions?
