Tämä tarina yhden miehen noususta kukoksi rikollistunkion huipulle on peräisin ruuhkatukkakampausten, ylilyöntien ja pastellinsävyisten vaatteiden vuosikymmeneltä. Vice City, valtava kaupunkialue, joka levittäytyy aina rannoilta suoseuduille ja loistosta ghettoon, on eräs monipuolisimmista ja täydellisimmistä koskaan luoduista digitaalisista kaupungeista.
