通过政策扶持和引导，采取专业化服务与志愿服务相结合，有偿、无偿与政府补贴服务相结合的方式，通过汲取各种先进的信息技术（物联网、互联网、智能呼叫、移动互联网技术、GPS定位技术等），建成管理规范、功能齐全、运作灵活的智慧养老综合服务平台，在政府、服务商、志愿者和老人之间逐步构筑起职责清楚、分工明确的“四位一体”养老综合服务平台，形成全社会联动、市场化运作的养老服务机制，逐步建立并完善余姚市居家养老服务体系。
