人在外地长时间不用的卡给我冻了，想注册云南农信app线上办理结果弹出未成年人不让线上注册请监护人线下代为办理，结果让监护人去银行办理相关业务被告知需要本人携带银行卡到银行办理请问这是什么逻辑？
