“兴隆云2.0”是盘锦市兴隆台区智慧城市运行管理中心（盘锦市兴隆台区大数据管理中心）主导建设的，以实现“慧政、利企、便民”三位一体的服务目标提供信息化支撑的手机App应用。
该应用按照中央关于新型智慧城市建设的总体部署，围绕“系统互联互通、资源共享共用、业务协同创新”主线，在“网格化管理平台+数据共享交换平台”纵横联动的基础上，以信息通信技术和信息化为手段，重点打造“1+4”一体化建设格局，即大数据基础类标准化建设+（民生服务类、城市治理类、产业经济类、生态宜居类）智慧化应用
“兴隆云2.0”是对“兴隆云”手机App应用的全新升级。“兴隆云2.0”继承了“兴隆云”大量优秀的设计和功能，并在此基础上进行从大量的重构和优化。从版面布局方面，重新梳理民生版和政务版的功能内容，将服务划分成公共服务和政务服务，经过重构后，应用向匿名用户、经实名认证的居民、政务公务人员三类不同的受众提供首页、服务、资讯和我的四方面内容，总体功能架构得到了统一；改版后首页的内容将集中显示不同用户角色普遍关注的常用功能、最新国内外新闻；服务大厅则充分集成盘锦市及各县区智慧城市建设的优秀成果，为广大居民提供方便、快捷的信息查询及服务
