“甘肃人大”手机客户端是新华社甘肃分社与甘肃省人大常委会联手打造的移动新媒体终端。它围绕人大工作与时俱进的总体要求，服务“甘肃省人大常委会组成人员联系代表，代表联系群众”制度的落实措施之一。本客户端通过新媒体技术手段改善因甘肃欠发达所导致的城乡信息鸿沟，以及代表与群众之前沟通交流不便，信息不对称等问题。
