문화유산국민신탁은, 영국에서는 이미 100여 년 전부터 시민들이 나서 내셔널트러스트(National trust) 운동을 벌여, 소중한 문화유산과 자연환경을 친화시켜 국민 전체의 몫으로 확보해놓았습니다. 우리도 그들처럼, 국민 모두의 이름으로 우리의 문화유산을 지켜내고 가꾸어갈 역사적 소명과 책임이 있습니다. 비록 만사지탄은 있으나, 이제 우리 세대가 '문화유산과 자연환경자산에 관한 국민신탁법'을 만들고 문화유산국민신탁을 출범하는 것은 우리에게 부여된 이런 소명과 책임을 다하기 위해서입니다. 우리가 선조들에게 그들의 얼과 정신이 깃든 진·선·미의 문화유산을 물려받았듯이 우리가 잘 보전하고 가꿔 다음 세대에게 물려주기 위함입니다.
