Commenter is wrong
Dear previous commenter, beacons are handled by CoreLocation API in iOS instead of CoreBluetooth so asking for location seems to be legit.

Phishing app
It says it needs your location to scan for beacons. As an iOS developer I know this is total horse stuff. They are mapping you, your beacons, and maybe figuring out how to steal info to sell.
