Why is it possible to download the app in Europe even though you can't watch a single stream?

Es gibt wohl keine Filme oder Serien, die man mit dieser App in Europa sehen darf.

It’s an USA ONLY Streaming Service! DUH!
The app is only streamable within the USA. So that’s clear that it won’t work or show any videos! Rating low outside the US is for that reason really unfair. For people in the US everything works very well!
Not working
App shows error message and no videos.
No love for Nashville
No Live CBS Nashville on any CBS apps. Other cities yes, but not Nashville!

My honest view
Absolutely love CBS but I was told that young Sheldon was on here and it is not so I have been watching Georgie and Mandy’s first marriage and I love it so much it’s so funny love love loveeeee.
