Price Greater Than or Equal: use the current price + $1000
Price Less Than: use the current price - $1000
24 Hour Change: set to +/- 1 percent
7 Day Change: set to +/- 5 percent
30 Day Change: set to +/- 10 percent
Then adapt your alert thresholds as the price environment changes.
Alerts are persistent. For example, if an alert was set for a 'Price Greater Than or Equal to $68000', then a notification will be sent every time the price crosses from less than $68000 to 'Greater Than or Equal to $68000'.
