“e支部”由吉林省联通公司承建并提供技术维护，吉林日报社提供新闻和教育资源维护。
“e支部”属于吉林省达仁科技有限公司负责开发维护。
“e支部”贯彻落实习近平总书记关于党的建设的一系列重要思想和要求，坚持党的一切工作到支部的理念，把基层党建传统优势与信息技术有机融合，着眼于激活党支部这个最基本细胞，吸引和凝聚广大党员群众，推动基层党的建设全面进步、全面过硬，依托云计算、大数据、物联网、移动互联、人工智能等现代信息技术，采用文字、图片、音频、视频、动漫等多媒体形态，突出宣传、教育、管理、服务、活动和指导等功能，为全省9万多基层党组织和160万党员提供了掌上红色精神家园。
