没有质量模块
既然是工业控制系统，居然没有质量模块，非得在电脑才能使用，太次来
更新了这么多次一个大bug还没弄好，高处作业票在苹果手机上不能完成流转签发！！！
高处作业票/盲板票不能流转提交，苹果手机上。
