Yes, NetScan is completely free and it doesn't have any in-app purchases or subscriptions.
Not enough reviews to make a reliable assessment. The app needs more user feedback.

As usual
The first ad I encountered was a large green start button that was structured to appear as an app control. In unreadably faint text there was an indication it was an ad. It switched apps to send me to the home page of a dubious looking streaming service without asking that I allow the app switch. I needed a magnifier to read the text it was so faint. After clearing that, the next ad covered the entire working area on the screen - for some other streaming service. There was no way to exit the ad overlay. Where the X to close normally would be there was an oddly formed right triangle that looked like another jump to an Internet site. But the triangle had a line through it that, if one wasn’t looking carefully by that time, could be mistaken for the expected X. I force closed the app. It is only a platform for deceptive ads. The speed test functionality isn’t any better than other apps that don’t use deception to generate ad views. Do not download or install this app.
Cool to be able to see pings and download speed live.
App is fake just giving you random numbers that change onc and a while. Don’t waste your time there are better speed test apps out there.
Very impressed
