Developer is ignoring me

We paid for the $4.99 version of this app. It started to download to my phone then stopped. When I try to download again they say I must pay. I already paid and never got to use the app I paid for. I contacted the developer twice through their website and no one has responded to me. It has been 3 weeks and my son just wants to use what we paid for. The lite version isn’t enough. I have put about an hour of my time trying to get help from apple and DoReMi Atazi (developer) and am getting no where. Do not purchase this app until they resolve my issue otherwise you may get ripped off too. I will gladly remove this negative review once someone from this shady company actually responds to me.

The kids love it but I can it 3 stars because it says I can’t purchase the full version in my country or region which is Florida and my kids piano who is Florida as well was able to purchase it.
