SMS(订户管理系统)是一个提供给运维人员使用的一个移动端工具，利用本工具，运维人员可以实现 对已到期卡片的充值续费、重新增加一个订阅用户、为订户分配待订购的产品、记录已经收取的费用信息、对已收费卡片进行授权管理、扫描条形码进行充值。

1.通过调用系统 短信 应用对特定 内部卡号 进行充值。
2.扫描 条形码 快速填充 内部卡号 和 充值卡卡号。
3.与后台数据库进行交互，快速注册一个 新订阅用户。
4.操作 待订购产品的订购属性 并 对其进行费用信息记录。
5.对订户名下的开卡信息进行 授权 与 反授权。
