You can’t ‘conquer the world’ just yet. You finish and take over the third country, and that’s it. You just gotta ‘wait until the next quest’. In the meantime you can just upgrade other stuff. That’s the cons, the pros is that it’s good for killing time and unlocking your favourite villains
