英語学習者向け「VOA- learn English with Special English（通常 英語学習者向けVOAを「VOA Special Englsih」と呼びます）」は、そもそも英語を母国語ではなく、第二言語として学んでいる英語学習者を対象としたニュースサイトなんですなので、ニュース自体もネイティブ向けの難しい英単語や難しいイディオム（熟語）などをできるだけ避け、平易な文章でニュース記事（記事の事をスクリプトと呼びます。）がかかれ、ニュースの読み上げも速度も落としてくれています。英語学習者にとって至れり尽くせりな、英語学習に最適です。それに、このアプリはVOAニュースの読み上げをリピート、発音の音波画像を生成する機能を備える。自分のマネ読み上げも音波画像が作成できるので、ニュースの読み上げ音波画像と比べると、相違点を注意しながら、自分の発音を改善する。それに、知らない単語の上にタッチしたら、辞書を押すとすぐに検索結果が表示される。
