Can’t send nor receive messages while using wifi but works as soon as I switch to cellular data, the problem is not my wifi bc every other apps works fine, please fix it

I was trying to make an account since last month Asked for verification but did not got any message back, asked the kakao help but nothing helpful also, the only thing they say is i have to check with my provider , tried using 3 different number still can not got any verification Very very annoying!
