The game runs even if your not online

Not a bad game

I like this game for the different components in which buying each upgrades brings but as “spying on citizens” and and “combat natural disasters” both have the same type of rewards. I feel the game can have a difference in how the money and fame come in if they had some of the choices lose fame or production when buying more fast food and those types of upgrades. Other than that simple and fun 9/10
