QueQ - No more Queue line

I come to immigration center at 09:50 and I will get number E0007 at 4 window. I come to window and stuff said me that I should check my documents previously. Line for checking documents is near 40 minutes from 20 people. I show my que number E0007 to woman for checking - but she said me that I should Stay a line with 20 people. So I do not understand - for why I did this if I should stay line with 20 people? It is not seriously. After first line with 20 people there is now line for window - it was near 5 minutes. You should use que number for first line for checking documents and for second line for window. Or is Does not matter forever. I have to stay 40 minutes at first line.
