I can’t Get pass the tutorial, the Factory costs 3k and i only got 2k. Fix it!!

Stuck in the tutorial
When i try to place a Factory for the tutorial it wont let me slide the Factory out into my city, and it also cost 3,000 and i only have 2,000! Please fix this👍🏻
