Doesn’t work on Apple Watch

For me it doesn’t work on my Apple Watch series 3 ( version os 6.1.3). It run on iPhone ( iOS 13.3.1) but if I try open on Apple Watch every time only “refresh” entry on display is available. Tried several times to refresh it but nothing happens.

Wrong time

If today is 2020 March 26 it shows 2019 July 26.
