This is a stock iPhone 11 Pro, unaltered. Helpline say Apple “can reset it”. PC Clinic did a settings reset, didn't help. Next step is apparently to wipe the whole phone and start again. Meanwhile apps for BPI, Barclays etc etc using Face ID are all fine.
