I have given request for credit card 2 weeks ago but not yet initiated

I took the Loan and the amount credited After 2 weeks and I cannot withdraw the amount yet( 3 Weeks now), the Loan agents were told me with in one week you can get the amount but After that I Try to contact them and not attend the call and not even reply the messages also, I have some payment with credit Cards thats why I took the Loan but because Of the delay I received the fine charge Of 1900 dhs, I contact the Costomer care and they told me that once salary credit then only release the amount .. but the agents were not informed me before, And I request to the Costomer care please pay My credit Card amount to the banks and remaining fund give me After credit the salary, but they are not willing to help me and advise contact the agent but the agent again not picking the call.., This is very bad experiance from agent, Costomer care and the bank Policy also..And the main thing is My Loan amount is in the bank account and Im paying the fine for payments.. My main reason Of this Loan avoiding the fine but finally no use for this Loan and useless agent and Costomer care I experianced ever My life.
