Out of about 10 animation apps I've tested, this one has the most complete and professional animation features and comes with a fair price and without subscription.

The animation features are excellent and the UI allows you to work efficiently. You can work with any resolution and aspect ratio you want, it's completely customizable (enter any number x any number). You can export as h264, GIF and PNG-Sequence. It has most of the things you would get in desktop pro software like TVPaint. They recently added two finger tap undo and audio import for lip syncing, two important productivity improvements. The coloring/painting feature is however still quite basic. 

Unlike in drawing apps like procreate, that recently added basic animation features, the duration of your animation in this app isn't limited by your iPads RAM, because rough animator renders the animation before replaying in real-time. Very good! So, instead of being limited to just 1 second of animation or less in procreate (because you pick 1080p and use 2-3 layers, which is like the minimum to work reasonably), rough animator doesn't have those restrictions.

Especially the lossless PNG-Sequence export option makes this app very useful for professionals. You do your animation sketches on the go and export them as PNG-Sequence. And once you're back in the studio, import them into photoshop or procreate for the coloring or into aftereffects for finalizing the rough animation with vectors.

Awesome app for animatics, animation sketches and of course fully colored short GIF loops. Definitely worth the money!
